Health Services Manager

  • Based in Broadmeadows, Melbourne, Victoria

  • Contract role beginning mid Feb

  • Contracts ends 10/12/2021 - with view to extend

  • FT, Mon - Fri, 8am - 4pm

  • $60 per hour plus super

  • 5 weeks annual leave

Purpose of the role:

The role of the Health Service Manager is to oversee and deliver primary health care services and mental health support to patients at Immigration Detention Facilities within the Australasian Region and Regional Processing. The Health Service Manager at the RPCs must oversee the delivery of emergency response and antenatal services.

Responsibilities within the role:

  • Lead and manage health professionals to facilitate timely delivery of health services by suitably qualified and experienced staff.

  • Manage and deliver health care provision in accordance with RACGP Standards, Medical Services Standards, Client Statement of Work/Contract and/or other applicable quality standards.

  • Work with the Operations Team to determine required staffing profiles based on clinical and operational demand.

  • Actively manage site-based compliance against contractual obligations and agreed performance metrics.

  • Consultation and collaboration with the Performance Management, Clinical Directorate and Operations Teams.

  • Establish training and education for staff on the Standard Operating Policies and Procedures, including orientation and accessibility of procedures in each area.

  • Respond to requests and complaints from individual Detainees or Transferees or other established complaints bodies including but not limited to the Health Complaints Commission, Ombudsman or Human Rights Commission.

  • Represent the company at management meetings and other consultative forums.

  • Liaison with local hospitals and other health providers.

  • Liaise with all parties involved in the medical management of patients at the centre. This includes health centre staff, security and external health care providers.

  • Liaison with Government officials in relation to the health needs of asylum seekers and refugees

  • Allocate specific areas of responsibility to staff whilst promoting their ongoing development in these roles.

  • Monitor progress with each staff member on a monthly basis. These areas should include:

  • Education

  • Mental Health Case Management

  • Infection Control

  • Maintenance of equipment

  • Continuous Quality Improvement

  • Daily checking of emergency equipment

  • Nurse clinics

  • Immunisation

  • Health induction and orientation

  • Reporting

  • Discharges

  • Manage the stock control within the health centre

  • Ensure accuracy and maintenance of all medical records and compliance with professional standards.

Required Skills and Knowledge

  • Superior clinical decision-making in a busy work environment.

  • Demonstrated ability to lead and manage a multidisciplinary team and in a primary health care environment.

  • Works well as part of a multidisciplinary team and in a nurse-led clinical environment.

  • Good analytical skills with the capacity to approach clinical problems broadly.

  • Ability to effectively communicate with staff, patients and management.

  • Knowledge and experience of working with culturally diverse client

  • Ability to use computerised medical records.

  • Capacity to appreciate the potential challenges of delivering health services in a politically sensitive environment.

Required Competencies

  • Sound clinical assessment skills.

  • Basic Life Support (required) and Advanced Life Support (desirable).

  • Medication management.

  • Immunisation administration.

  • Sound clinical record documentation

  • Leadership and mentoring background

  • Problem solving and procedural knowledge

Qualifications

  • Bachelor of Nursing or equivalent

  • AHPRA registration

  • A degree or post grad in health Administration, Health Management or Business

  • Drivers License
